12. Summary
The key points to be learnt from the Background section are that:
- SEA is basically environmental impact assessment of strategic actions: policies, plans and programmes;
- SEA is a process, not a snapshot;
- SEA should (be expected to) change the strategic action;
- There is a difference between, and how SEA is conducted for, policies, plans and programmes; and
- A key reason for SEA is that project EIA has many limitations.
