Background

WWF-UK, the UK branch of the WWF international environmental organisation, is one of 18 civil society partners supported through the United Kingdom’s Department for International Development’s (DFID) strategic Partnership Programme Agreements (PPA).

Approach

The DFID-WWF PPA provides annually significant, guaranteed and unrestricted funding towards the achievement of mutually agreed long-term outcomes in support of environmentally sustainable development and poverty reduction. The PPA planning and development process is therefore amenable to the application of SEA principles, although this has yet to be done in a rigorous way.

The desired outcomes of the PPA are negotiated between teams in WWF and then with key contacts in DFID. WWF reports to DFID’s International Civil Society Division, which provides an opportunity to monitor progress and address any emerging concerns. Formal monitoring requirements for all PPAs have yet to be finalised and it is still unclear as to how these might link to future financial disbursements. DFID and WWF hold annual technically meetings to discuss opportunities for greater “partnership” on a number of key issues (such as climate change) and to better outline how WWF is planning to take forward elements of the PPA. Changing priorities within both agencies require regular liaison.
